This Quality Manual describes the responsibilities, functions and mechanics that are employed by Gassol to assure the preparation of procedures for Inspection & Testing.
Inspection and testing covers Gas Supply – CGD (Center for Gas Distribution) with item 26 B(iii) of NABCB Sub-sector categorization document BCB 503 (O&G)
Liquefied Petroleum Gas Storage Installations – Cylinder Installations including Liquid Off Take multi cylinder installations as per IS 6044 Part 1
All types of Pressure Regulation Skids (MRS, DRS, PRS, IMS, SRM) (All Types & Size) Process Piping & Piping Skids as per ASME B31.3:2022 and Gas Transmission and distribution piping system as per ASME B 31.8:2022

- DEFINITIONS
- Conformity
The fulfilment of a specified requirement by a quality characteristic of an item or service, the assessment of which does not depend essentially on the passage of time.
- Contractor
An individual or firm which supplies services or materials in accordance with a contractor purchase order issued by Gassol.
- Customer/Owner
The organisation, firm or individual to which Gassol supplies services or materials in accordance with a contract or purchase order issued by the customer/owner.
- Corrective Action
Actions to be taken to change unsatisfactory designs, specifications, work methods, processes, procedures in order to achieve products and services that meet specified requirements, and the enforcing of conformity to satisfactory work methods and procedures and root out exact specific reasons for non-conformity.
- Non-conformity
The non-fulfillment of specified requirements.
- Quality Assurance Manual
A document setting out the general quality policies, procedures and practices of an organisation.
- Quality Plan
A document setting out the specific quality practices, resources and sequences of activities relevant to a particular product, service, contract or project.
- Quality System
The Organisational structure, responsibilities, procedures, processes and resources for implementing quality management.
- Quality Audit
A systematic and independent examination to determine whether quality activities and related results comply with the planned arrangements, and whether these arrangements are implemented effectively and are suitable to achieve objectives.
- Supplier
A company manufacturing and supplying products or supplying manufactured products to Gassol Solutions Pvt. Ltd according to the scope of description and conditions of a purchase.
- IMPARTIALITY
Gassol is an independent testing, calibration, inspection, organisation incorporated in Karnataka and provides third party services to our customers. The personnel of Gassol shall be free from any commercial, financial and other pressures, which might affect their judgement.
As a testing & inspection organisation, the issues related to impartiality are detailed in Gassol Procedure for the control of impartiality & improper influence, confidentiality, customer complaints and customer feedback. Risk assessment pertaining to impartiality aspects documented.
- CONFIDENTIALITY
The control on confidentiality of all information obtained, observed or discussed, while on the owner’s site or while conducting business for the owner offsite, shall be held in the strictest of confidence. - MANAGEMENT RESPONSIBILITY
- General
Continued close involvement with chemical, refinery and commercial industries has convinced Gassol management that greater emphasis must be placed on Quality Assurance. In response to the need for increasingly higher quality Gassol implements a Quality Assurance program which provides detailed quality assurance guidance for all the activities and assigns specific responsibilities to all concerned. This section outlines Gassol quality policy, organisation, responsibility and authority of major positions, resources, and management representative and management review.
- Quality Policy
Quality policy of Gassol is expressed in the first page of this quality manual by the Managing Director. This quality policy is well understood by all personnel through periodic meetings, functional meetings, training given to personnel etc. Gassol would like to maintain the highest standards of integrity and must be above reproach in every detail. In order to assure that Gassol employees maintain the highest standards of conduct, proper monitoring and the evaluation system is envisaged. Any breach of integrity or failure to adhere to both the letter and spirit of the policy shall result in immediate termination. Gassol has well established procedures to document and resolve customer complaints. The procedure adapted by Gassol to document, define, and resolve issues related to confidentiality, complaints and improper influence are detailed in the Procedure for the control of confidentiality, complaints and improper influence.
- Organisation
Gassol organisation structure is shown in the organisation chart. The task, responsibilities and authorities of the employees are laid down in the job description and defined in the Procedure for Job Description (QAP 018) in detail.
General Responsibility and Authority
All the Gassol employees are given the organisational freedom and authority to:
- Initiate action to prevent the occurrence of product nonconformity.
- Identify and record any product quality problems through designated channels.
- Initiate, recommend or provide solutions through designated channels.
- Verify the implementation of solutions through designated channels.
- Control further processing, delivery or installation of nonconforming products until the deficiency or unsatisfactory condition has been corrected.
- RESOURCES
Gassol is committed to provide adequate resources, including the assignment of trained personnel for management, performance of work and verification activities relating to the implementation of quality systems. Gassol would like to maintain the highest standards of integrity and must be above reproach in every detail. An inspection company is only as credible as its employees. In order to assure that Gassol employees maintain the highest standards of conduct, proper monitoring and evaluation system is envisaged. To ensure that Gassol employees are free from commercial, financial and other pressures the following measures are envisaged.
- Personnel
Utmost care will be taken while recruiting personnel for Gassol. The recruitment process like resume screening, personnel interview, cross verification with candidate’s previous employer etc. will ensure that personnel recruited maintain the highest standard of integrity and are free from undue financial difficulties. Their work history will be properly scrutinised before selection. Employees found to have financial obligations will be closely monitored to assess whether such pressures are affecting the quality of the work. If such monitoring indicates that the quality of the job is affected their service with Gassol will be terminated.
- Training
This section covers the procedure for training to ensure that personnel performing the activities affecting quality are properly trained and qualified. Identification of training needs, training and documentation of training shall be carried out as per Gassol- Procedure for Training (QAP003).
The personnel to conduct inspection, Hydrostatic/Pneumatic Tests, Electrical Continuity Check & Commissioning of Panels / Equipments, Witnessing NDT, Surveillance of Bolt Torquing and audit shall be trained and qualified. The training may include:
- Formalised qualification and certification training.
- Indoctrination and familiarisation with procedures or systems to perform specific work.
- Education by professional and academic institutions to broaden an individual’s technical background.
- The Quality Manager is responsible for the training of assigned personnel for specific tasks.
- Validation of Personnel
Validation of testing personnel shall be done in accordance with the Procedure for training, the validation of test results and testing which are carried out .
- Records
Records of training shall be maintained as recommended in documents.
- Equipment
Equipment and master/reference materials used in the company for measuring and testing parameters that have specific tolerance, range or accuracy that needs to be achieved shall be calibrated, unless without calibration, the equipment can determine and measure the required parameters within the tolerance and range specified.
- Metrological Traceability
Metrological traceability is defined as the “property of a measurement result whereby the result can be related to a reference through a documented unbroken chain of calibrations, each contributing to the measurement uncertainty”. When measurement traceability is a requirement, or is considered by the organisation to be an essential part of providing confidence in the validity of measurement results, measuring equipment shall be:
- Calibrated or verified, or both, at specified intervals, or prior to use, against measurement standards traceable to international or national measurement standards; when no such standards exist, the basis used for calibration or verification shall be retained as documented information;
- Identified in order to determine their status;
- Safely guarded from adjustments, damage or deterioration that would invalidate the calibration status and subsequent measurement results.
All measurement and test equipment identified in the above table are controlled with a comprehensive calibration / Annual Maintenance or Service contract system. This system ensures that all such equipment is clearly identified, regularly recalled and re-calibrated or verified or both at specified intervals prior to use. Newly purchased equipment is included in the calibration system prior to use.
All personnel using inspection and test equipment are required to handle and store equipment in such a manner that accuracy and fitness of use are maintained.
Gassol determines if the validity of previous measurement results has been adversely affected when measuring equipment is found to be unfit for its intended purpose, and shall take appropriate action as necessary.
- External provided services
Gassol ensures that only suitable externally provided products and services that affect laboratory activities are used, when such products and services:
- Are intended for incorporation in to the laboratory’s own activities;
- Are provided, in part or in full, directly to the customer by the laboratory, as received from the external provider;
- Are used to support the operation of the laboratory.
Gassol ensures that externally provided products and services conform to the laboratory’s established requirements, or when applicable, to the relevant requirements of this document, before they are used or directly provided to the customer.
Gassol communicates its requirements to external providers for the products and services to be provided, the acceptance criteria, competence, including any required qualification of personnel, activities that the laboratory, or its customer, intends to perform at the external provider’s premises.
- Facilities and Environmental Condition
Infrastructure required for the realisation of Service, is identified after understanding all the requirements. The Management provides Buildings, work space, and associated utilities, required Office and supporting services such as Transport, communication, process equipment (both hardware & software) etc. for the operation of its processes and to achieve conformity of products and services. All these are being maintained properly to achieve conformity to product requirements.
ENVIRONMENT OF THE OPERATION OF PROCESSES:
The Management provides proper work environment such as safety, protective equipment Hygiene, cleanliness, vibration and pollution control etc. and place for social interaction and facilities for people in the organisation.
- QUALITY SYSTEM
- General
The Gassol quality system essentially consists of rules and instructions to control and coordinate the activities within the Gassol organisation, as well as Gassol activities in relation to its subcontractors and suppliers in order to assure that the specified quality of products and services will be attained.
